Hydraulic Shearing Machines for Saudi Arabia (KSA)
National Cutting Tools builds hydraulic guillotine shears for cutting plate down to blanks before forming at its works in Ludhiana, Punjab, and ships them to Riyadh, Jeddah, Dammam, Al Khobar, Jubail and Yanbu through King Abdulaziz Port, Dammam. The machines produce base plate blanks, gussets, cleats and stiffener plate, and are built to the geometry and tolerances called up by EN 13985 for shear safety. Every consignment for Saudi Arabia is rewound for 60 Hz, which is a different motor and gearbox selection rather than a nameplate change: at 60 Hz an unmodified 50 Hz motor runs 20 percent fast, shifting cycle timing, hydraulic flow and weld travel speed.
Where the demand comes from
Plate blanking for base plates and structural cleats across the giga-project supply chain is high-volume, repetitive work that belongs in-Kingdom. Shears are built with 60 Hz hydraulic power packs, which changes pump sizing.
Delivered to: Riyadh, Jeddah, Dammam, Al Khobar, Jubail, Yanbu, Mecca, Medina

Electrical build
Supply: 380V, 3-phase, 60 Hz. Rewound for 60 Hz, which is a different motor and gearbox selection rather than a nameplate change: at 60 Hz an unmodified 50 Hz motor runs 20 percent fast, shifting cycle timing, hydraulic flow and weld travel speed.
Shipping & crating
Shear beds are wide rather than tall; a 2500 mm shear is over-width for a standard container and moves as flat rack, so the freight line item is a real part of the landed cost. Sailings from Mundra and Nhava Sheva reach Dammam in 6 to 9 days, or Jeddah Islamic Port on the Red Sea rotation, discharging at King Abdulaziz Port, Dammam (SADMM). Machines are crated to ISPM-15 heat-treated standard with desiccant and a vapour barrier, and the packing list, commercial invoice and chamber-attested Certificate of Origin travel with the consignment.
Standards & import documentation
Machines in this class normally clear customs under HS heading 8462.31. Blade clearance is set for the buyer's actual plate thickness and grade, then proved on a cut sample for burr and camber. Import clearance in Saudi Arabia runs on SASO technical regulations declared through the SABER platform, with a Product Certificate of Conformity issued per consignment. The works issues the manufacturer test certificate, electrical schematic and material test report with every machine, so the buyer's submittal pack is complete on arrival rather than assembled afterwards.
| Conformity | SASO technical regulations declared through the SABER platform; Product Certificate of Conformity prepared per shipment. Pre-shipment inspection accepted at the Ludhiana works. |
| Tariff headings | Typical headings: 8515.31 (arc/MIG welding machines), 8459.70 (threading and tapping machines), 8462.49 (punching and notching machines), 8479.89 (special purpose machines). |
| Port (UN/LOCODE) | King Abdulaziz Port, Dammam (SADMM) |
| Incoterms offered | EXW Ludhiana, FOB Mundra / Nhava Sheva, CIF Dammam or CIF Jeddah |
Spares & after-sales support
Wear parts for this class are shear blades, back gauge drive parts, hydraulic seals and the hold-down cylinders. Interior sites at Riyadh and NEOM combine 50 C summer peaks with abrasive dust; coastal Jubail and Jeddah add chloride-laden humidity. Machines are specified accordingly, and the 60 Hz requirement is engineered in at the motor and pump stage. Spare-part orders are quoted against the machine serial number.
